Abstract


This study aims to examine the direct and indirect effects of the independent variables
of organizational commitment, organizational culture, leadership style and
competence of Human Resources, the dependent variable is the performance of the
village government by mediating good governance. This research is a quantitative
study using the data used in this study are primary data derived from the distribution
of questionnaires. Data processing uses the statistical method of Partial Least Square
Structural Equation Modeling (PLS-SEM) with the help of WarpPls5.0 Software. In
analyzing data using WarpPls to be carried out is the Measurement Model Test (outer
model), and Evaluation of the Structural Model (inner model). The results of the study
revealed that organizational commitment, organizational culture, leadership style did
not affect the performance of the village government and good governance did not
mediate. Good governance, the competence of Human Resources influences the
performance of the village government, and good governance mediates the
competence of Human Resources towards the performance of the village
government. Based on the results of the study, the competency variables of Human
Resources in each village in Bengkalis Regency Government have an influence in
determining the success of public services.
